PURPOSE: To prevent softening and falling of active substance at the positive side by pressing a paste paper which is impregnated with a liquid where fine particles of polyethylene tetrafluoride are dispersed to the upper and lower surfaces of lattice body filled with the paste.

CONSTITUTION: The lattice body is continuously formed by expanding process of a lead or lead alloy sheet and it is continuously filled with the paste. Then, a paste paper which is impregnated with the liquid where the fine particles of polyethylene tetra-fluoride is dispersed in applied to the upper and lower surfaces of such lattice body, it is pressed and stuck onto both sides of lattice body using a pressure roll and thereby the plates can be formed. Accordingly, the fine particles of polyethylene tetrafluoride are strongly bound to the paste paper and simultaneously a network is formed between particles of lead monoxide of paste. Thereby, the function for preventing softening and falling of active substance even after the assembling of battery can be given to the paste paper.
