PURPOSE: To prevent an offset phenomenon in low cost by using a reduced number of parts, by laminating and adhering fluorine contained rubber to the outer peripheral surface of the core material of a fixing roller, and depositing fluorine contained resin granules to the surface of said fluorine contained rubber in a floated state.

CONSTITUTION: At first, a mixture of fluorine contained rubber 5 and fluorine contained resin granules 60 is blended with a curing agent and a silane solvent to prepare a solution containing a fluorine contained rubber and resin mixture and the peripheral surface of the silicone rubber 4 being the roller core material of a lower side fixing roller 1b is uniformly coated with said solution and, thereafter, heating treatment in applied to the coated layer. By this heat treatment, the fluorine contained resing granules 60 are fixed to the surface of the fluorine contained rubber 5 in a floated state and the fluorine contained resin layer 60 is formed to the surface of the lower side fixing roller 1b in a thin film state embedded in the surface of the fluorine contained rubber 5. As a result, no toner is adhered to an upper side fixing roller 1a at the time of fixing.
