PURPOSE: To reduce the quantity of a job by sending a down-load file from a control terminal equipment and allowing a base station controller to down-load the file to a base station under its control after the reception so as to manage unifiedly plural base station data remotely.

CONSTITUTION: An interface conversion section is provided to a mobile exchange 4 and a monitor 5 implementing relay processing between a base station controller 3 and a control terminal equipment 6 and interface conversion is implemented at a low-order layer. The terminal equipment 6 makes communication control at a layer 3 after the end of connection at the low-order layer and when the preparation of down-load is confirmed between the controller 3 and the terminal equipment 6, the down-load file is sent from the terminal equipment. Furthermore, a mobile exchange 4 discriminates from a header part of a control signal when the connection by the controller 3 and the PC 6 is processed and has a share function of other monitor control signal and a down-load use signal and realize the parallel processing with the other signal. In this case, the exchange 4 processes the down-load file as load data as if the data were directly sent and received between the controller 3 and the PC 6.
