CONSTITUTION: Data received from a communication line 12 are stored in a data area 200. A list area 202 corresponding to the data area 200 storing the received data is deleted from the management of an empty list management area 204 and added to the management of a logical inspection list management area 206. The list area 202 corresponding to the data area 200 whose logical inspection by a lower layer logical inspection part 40 has been completed is deleted from the management of the area 206 and added to the management of a master protocol sorting processing list management area 208. The list area 202 corresponding to the data area 200 whose sorting processing by a master protocol sorting processing part 42 has been completed is deleted from the management of the area 208 and added to the management of an empty list management area 204.
