PURPOSE: To facilitate the preparation of a solution in a short time, by combining a water-soluble polymer powder with a liquid capable of dissoving said powder with delay.

CONSTITUTION: A water-soluble polymer powder is combined with a liquid capable of dissolving said powder with delay. Examples of said liquid are preferably aq. soln. of a hygroscopic or deliquescent inorg. salt. Examples of such inorg. salts are calcium chloride, magnesium chloride, aluminum chloride, sodium hydroxide, etc. Further, org. liquids contg. hydroxyl groups such as glycerol, glycols, alcohols, ethers, or surfactants are also effective. Said composition can be obtd, in such a manner, for example, that (1) a given quantity of a water-soluble polymer powder is packaged, a given quantity of a liquid capable of dissolving said powder with delay is put into a container, and the mixing ratio is previously examined whether the mixture is in the form of jelly or rice cake, or (2) a water-soluble polymer powder is uniformly mixed with the liquid capable of delaying dissolving said powder and the mixture is poured into a container or a mold.
