PURPOSE: To improve rising characteristics of a shutter substantially by synchronizing phase of an image pickup device with mechanical phase instead of mechanical phase control of movable parts and thereby making substantial phase error zero.

CONSTITUTION: Shutter sectors 3 as shutter device are provided in the optical system of an image pickup device and the sectors are controlled by a motor 5 driven by a shutter controlling circuit 4 as a driving device. Rotation speed of the motor 5 is detected by an FG head 6 and added to the circuit 4. Rotational phase of the motor 5 is detected by a PG head 7, and pulse is applied to a sequence controlling circuit 18 at a phase in which the sector 3 shade the image pickup device from the light. The circuit 4, a driving circuit 9 as an image pickup controlling device, a signal processing circuit 10, a record signal processing circuit 11, a motor driving circuit 12 for recording etc. are controlled by the circuit 18. Control is made synchronizing the phase of the image pickup device with mechanical phase, and rising characteristics of the shutter is improved substantially.
