PURPOSE: To simplify the constitution and to attain low cost by using an inter- frame difference signal of a video signal of the interlacing scanning and detecting the dynamic information with a value adding each difference signal at plural adjacent sampling points on a scanning line.
CONSTITUTION: A luminance difference signal ΔYd representing a difference between frames in a video signal of the interlacing scanning is given to one stage of a register 22 via a weighting coefficient device 20 having a coefficient l1 and an adder 21, and after the signal is stored in response to a clock pulse CLK of the same frequency, the result is transmitted to a register 23. The signal is added to the luminance difference signal ΔYd at the adder 21 via a weighting coefficient device 24 having a coefficient l2, and this operation is repeated. A value as the result of addition of the difference of luminance signals between fields at adjacent plural sampling points belonging to different frames and on corresponding field and both scanning lines is obtained at an output of the register 22 and this represents the dynamic information of the picture.
