PURPOSE: To improve the transmission efficiency by performing the circuit setting control between a mobile station and a fixed station in case the fixed station in the order of answering is impossible to receive the data from the mobile station in a transmission mode of a digital code in a polling style between a mobile station and plural fixed stations.

CONSTITUTION: Fixed stations A1∼An receive data following calling codes and give answers as long as said calling codes which are received and demodulated at each receiving center in response to a circuit setting program list are equal to own station. If the calling code is not equal to the own station, e.g., A1, the calling codes and their following question data are transmitted to other stations A2∼An via a circuit controller 5 and radio transmitting/receiving circuits 18∼ 20. While the fixed stations received circuits 18∼20 receive data in case the direct reception is impossible for the mobile station to call own station. Thus these fixed stations perform questions and answers to a mobile station in the prescribed order.
