PURPOSE: To recognize highly accurately and stably a character by extracting strokes included in the upper and lower halves and right and left halves chopped from a character pattern and recognizing the character on the basis of the information of the extracted strokes.
CONSTITUTION: A character pattern projection part 11 divides a square used for chopping a character pattern to be recognized which is separated by a character pattern chopping part 10 into two upper and lower parts. The upper and lower halves are projected to the upper and lower sides of said square. In addition, said square is divided into two right and left parts and the right and left halves are projected to the right and left sides of the square. A stroke extracting part 12 extracts the projection part of a histogram obtained by the character pattern projection part 11 to extract the vertical strokes corresponding to the upper and lower sides of the square used for chopping the character pattern and the horizontal strokes corresponding to the right and left sides of the square.
