PURPOSE: The titled apparatus, having lower limit values of usable number of revolutions of the respective rolls and usable range of a winding device set below spin drawing conditions and upper limit values above the high-speed spin drawing conditions, and suitable for even diversified small-quantity production.

CONSTITUTION: An apparatus having the respective variable frequency power source devices 9W13 for converting the frequency by leading electric power from a power source 15 thereto and feeding the electric power at the converted frequency to synchronous motors 1',3',4',5' and 6' for driving godet rolls 1,3,4, 5 and 6 and high-speed winder 7. A pretension roll 1 is formed into Nelson rolls with a separate roll 2, and a pair of godet rolls 3 and 3' are formed into Nelson rolls. The peripheral speeds of both are variable within a wider range than 700W 1,800m/min. Godet rolls 4,4,5,5,6 and 6 are formed into Nelson rolls, and the peripheral speeds thereof or winding speed of the high-speed winder 7 is variable within a wider range than 3,000W4,500m/min. A noncontact device for fixing the drawing point 8 is provided.
