PURPOSE: To record a picture with low power consumption and high contrast, by recording scanning line information succeedingly only when a transmission time of one scanning line is ≤2 times of specified recording time.

CONSTITUTION: Information of line 0 is received in 20ms and inputted to a register 14. Then, the information of line 1 is inputted to a register 15 and whether or not the line transmission time is 40ms is discriminated. A recording section 18 discriminates that the information of line 0 is 20ms and the transmission time is 40ms or below, a signal in a register 14 is transferred to a register 17, a step motor 19 is advanced by one line and recording for one line's share is performed. The information of the line 2 is inputted to the register 14 and signal of the line 1 is transferred to the register 17. If the transmission time is discriminated as 40ms or more, the recording section 18 records the same information by one line after the information of one line is recorded and the step motor 19 is advanced.
