PURPOSE: To recognize character information with high precision and to obtain a picture with good reproducibility by quantitizing original information with different threshold values corresponding to its contents, and transmitting this quantitized information together with added information on its contents and the threshold values.

CONSTITUTION: Facsimile transmitters 1a and 1b quantitize scanning line information into plural binary or multilevel patterns with the threshold values suitable for character recognition in such a way that picture information is quantitized with superior visual characteristics and transmitted together with threshold information and discrimination information. On a reception side, a processor 5 receives and discriminates the pieces of information and when a character recognition part 6 for character information or a picture processing part 8 for the picture information performs recognition processing repeatedly according to the threshold information, outputting the result to a computer system 7. The system 7 edits the input information and a character picture output part 9 outputs the edited information as information on one original.
