PURPOSE: To improve the service to subscribers, by providing a specific bit displaying the convenience of network side including failure of exchange and restriction of transmission from an exchange to a subscriber's system device so as to attain the initial set.
CONSTITUTION: An exchange failure display bit F3 and a transmission restricting display bit F4 are set/released at an exchange 16, received at a terminal 11 via an R line 13 and displayed, and the initial set of the terminal 11 is performed at the time of bit setting. The bit F3 is set when a failure takes place, where an exchange 16 requires to set initially its hardware and software together and the bit F4 is set when the exchange encounters a traffic congestion and it is impossible to receive a call newly, respectively at the exchange side. A terminal 14 displays the set of the bit to the user and the terminal 14 is set initially at the point of time of bit setting. The display is stopped at the same time as the release of bit and the transmission and reception are attained instantly.
