PURPOSE: To provide the titled compsn. which gives a film having excellent physical properties such as resistance to corrosion and chemicals, flexibility, etc., by dry-blending a second curing agent powder with a powder obtd. by melt- kneading an epoxy resin, a first curing agent and additives and crushing the mixture.

CONSTITUTION: A mixture consisting of an epoxy resin (A) having a softening point of 50W150°C, such as bisphenol A type epoxy resin YD-014 (a product of Toto Kasei K.K.), a latent curing agent (B) (a first curing agent such as adipic acid hydrazide) in an amount of 20W150% of the optimum blending amount (making various characteristics of cured film best on the whole), and additives (C) (filler, extender pigment, flow modifier, etc.), is melt-kneaded, cooled, and crushed into a powder of 80 mesh or above. An epoxy resin/amine adduct curing agent (D) contg. at least two hydroxyl groups per molecule (a second curing agent) in an amount of 30W60% of the optimum blending amount is dry-blended with the above powder in such an amount that the combined amount of components B and D accounts for 80W150% of the optimum blending amount.
