PURPOSE:To increase the operation efficiency at very low speed by operating all valves when both of number of engine revolutions and throttle opening degree become above the respectiv values, and stopping some valves when both of them become below the given values. CONSTITUTION:Output signal of revolutions number sensor 40 is converted into voltage VN by f-V converter 41, and it is compared with given voltage value V1 which is correspondent to determined number of engine revolutions, by comparator 42. At the same time as output voltage VT of engine oil temperature sensor 35 is compared with given voltage value V2 by comparator 45, output voltage Vtheta of throttle opening degree sensor 46 is compared with given voltage value V3 by comparator 47. When VN>=V1, VT>=V2, and Vtheta>=V3, switch circuit 52 is closed by outputting H-signal from AND-circuit 43, solenoid 33 of stopping device is energized, and all valves are operated.
