PURPOSE: To produce a foamed and molded body free from defective filling of foamable beads or wrinkles of skin layer, by heating foamable beads in molds to be welded tentatively, putting a skin layer on one of the molds, and closing the molds followed by molding.

CONSTITUTION: Support needles 6 for securing a skin layer are projected on the circumferential part of a core mold 1, and accommodating holes 5 for accommodating the support needles 6 are formed in the cavity mold 2 at positions to correspond to the support needles 6. The mold 2 is provided with a bead filler 3. The cavity defined by the core mold 1 and the cavity mold 2 is filled with foamable resin beads 7 followed by heating so as to weld them tentatively. After cooling, the molds are opened with a suitable distance therebetween, then while the tentatively welded item is held in one of the molds, a skin layer 8 is inserted and is secured by the support needles 6, and as the skin layer 8 is heated, the molds are closed followed by heating and molding.
