An outer peripheral control surface 40 formed on a periphery of lever body 14 is contacted to a plane contacting part 28 arranged near a projection 30 of a stem 12 of the valve body 14. The outer peripheral control surface 40 has a linear plane part for fully opening/closing a valve body 11 and linear medium plane part for a medium opening rate, respectively; a space between each plane part and the medium plane part is composed by connecting them by a curved surface, respectively; a normal line from a shaft attaching part 32 to the plane part or the medium plane part and axis of the stem 12 are made to coincide; and when the plane part and plane contacting part 28 or medium plane part and plane contacting part 28 are contacted, the lever body 14 is held at each location in halt condition through a resilient force of a spring 13.
