This device is a toilet seat device comprising a toilet seat, a toilet cover and a fitting means to a toilet stool made of ceramics. The fitting means comprises a fitting bolt inserted in a fitting hole provided in the toilet stool and a fitting nut 22 screw-fitted to the fitting bolt. The fitting nut 22 comprises a nut part 23 having a screw hole 230, which can be engaged with the fitting bolt, an elastic packing 25 having a passing hole 250 on the same axis as the screw hole 230, and a seat part 24 provided between the elastic packing 25 and the nut part 23, which has an inner hole 240 on the same axis as the screw hole 230. Thus, the elastic packing 25 and the seat part 24 can integrally be held on the nut part 23 in a rotatable state.
