PURPOSE: To provide a toll broadcasting charging method which is a paper view system in toll broadcasting and in which the viewing content of a receiver is prevented from being noticed by the others and a broadcasting entrepreneur can recognize that there is no injustice of the receiver.
CONSTITUTION: The method consists of the broadcasting entrepreneur 1 being a rate collector, a decoder 2 and the receiver 3. The decoder 2 transmits visuality information on the receiver 3 to the broadcasting entrepreneur 1 by adding it to a random number which the decoder itself generates, and transmits the total value of the random numbers for a prescribed period later. Thus, only the total value of a visuality rate is transmitted to the broadcasting entrepreneur 1. On the other hand, visuality information, the sum of the random numbers which the decoder generates and a signature for the random numbers are received from the receiver 3, and respective pieces of information transmitted to the broadcasting entrepreneur 1 are transmitted with the signature of the receiver.
