To provide a developing device that can stably form toner cloud for a long period of time with low power consumption and develop an electrostatic latent image by supplying toner to an electrostatic latent image on a photoreceptor surface, a toner carrier mounted in the developing device and an image forming device provided with the developing device.
A toner carrier comprises: a conductive support; an insulation layer; a plurality of electrodes arranged at fixed intervals on the insulation layer; and a surface layer covering the plurality of electrodes. The toner carrier comprises: voltage-applying means for applying a voltage to the electrodes and the conductive support so that an electric field between the plurality of electrodes and the conductive support is periodically inverted. Toner cloud is formed by hopping toner by the electric field between the electrodes, the insulation layer contains a crosslinking reaction product of a fluororesin and a curing agent and the fluororesin is constituted by a copolymer of tetrafluoroethylene and a vinyl monomer.
