To provide a toner for electrostatic charge image development for non-magnetic one-component development by which a wide non-offset temperature region can be obtained even at the time of high-speed printing and further, there are no dislodgment and leakage from a developing device, such as a developing roller, even in development processing for a long time, the contamination within the image forming apparatus can be suppressed and images of high sharpness free of image density unevenness can be obtained and an image forming method.

The toner for electrostatic charge image development used for non-magnetic one-component development is obtained by an emulsion polymerization condensation method and is so composed that the coverage of an external additive particulate determined by equation (A) attains ≤300%.
