To provide a toner feed roller which makes it possible to obtain an image free of pitch unevenness and density unevenness and consists of a foamed elastic body and a developing device loaded with this toner feed roller.

The toner feed roller is a toner feed roller for feeding toners to a developing roller for forming a visible image by conveying the toners deposited on its surface to an image forming body by touching this roller, in which the toner feed roller consists of a shaft and an foamed elastic body layer formed on the outer periphery of this shaft; the foamed elastic body layer is so formed that the compression spring constant of its surface is greater near the central part in the longitudinal direction of the roller and decreases near both ends of the roller; the compression spring constant is 0.25 to 5.0 N/mm and further, the friction resistance coefficient of the surface of the foamed elastic body layer is 0.4 to 3.0.
