In a tooth profile forming device which is provided with a die having a tooth profile on an inner circumference, a mandrel which is arranged on the inner circumference of the die with the common axis with the die and provided with the tooth profile on the outer circumference, and a punch to press the stock to be arranged between the die and the mandrel by being moved in the axial direction along the tooth profile of the die and the mandrel, and forms the tooth profile on the inner and outer circumferential surfaces of the stock, a preceeding member integrated with the punch in the rotational direction is provided so that the tooth trace of the tooth profile of the outer circumference of the mandrel agrees with that of the tooth profile on the inner circumference of the punch when the punch presses the stock A tooth profile matching mechanism is provided in which the tooth trace of the tooth profile of the outer circumference of the mandrel agrees with that of the tooth profile of the outer circumference of the preceding member when end parts 2b, 2c of the mandrel are fitted to a fitting part of the preceding member.
