To provide a topsoil scraper capable of stripping and conveying contaminated topsoil while suppressing the scattering of contaminants to a surrounding area, and capable of efficiently removing the contaminated topsoil.
A stripping and recovery device 15 attached to a boom part 14 of a base machine 11 comprises: a hollow case body part 16 having an opening surface 16a in its lower end face; a rotational shaft body part 17 mounted in the inside of the hollow case body part 16 and having a stripping blade 18 on its outer periphery; and a topsoil recovery and conveying part 20 made of an annular pipe conveyor 19 extending from the hollow case body part 16, for gathering topsoil stripped by rotation of the stripping blade 18 and conveying the topsoil to the outside of the hollow case body part 16. The hollow case body part 16 is connected to the boom part 14 through an oscillating mechanism 21 so as to be oscillatable in the right-and-left direction with respect to the boom part 14. The rotational shaft body part 17 has a rotation locus S of the tip of the stripping blade 18 protruded below the opening surface 16a of the hollow case body part 16.
