A first and a second encoders 54a and 55a are provided in an end and an intermediate part of a hollow rotary shaft 31a for transmitting the torque between an output side disk 5b and a first sun gear 62. Detecting parts of the first and the second rotation detecting sensors 56a and 57a supported by a part of a pair of supports 59 and 59 provided to support both ends of the output side disk 5b are arranged close and opposite to the first and the second encoders 54a and 55a. Since phase of both the encoders 54a and 55a is displaced in response to strength of the torque, the torque can be obtained on the basis of a difference of phase of a detecting signals of both the rotation detecting sensors 56a and 57a.
