To provide a touch panel device suppressed from increase in resistance value when bent.SOLUTION: A touch panel has, on a first flexible base material, a transparent conductive layer, a protective layer, an adhesive layer, and a second flexible base material in this order, wherein the total of thicknesses of the protective layer and adhesive layer is less than 100 μm, the protective film has a drawing elastic modulus of 400-4,000 MPa at a drawing rate of 0.01 mm/second, and a drawing stress of 15-60 MPa when drawn by 2%, and the adhesive layer has a storage elastic modulus of 0.01-0.5 MPa.SELECTED DRAWING: Figure 1
