An upper transparent electrode 4 and a lower transparent electrode 6 are formed between a glass plate 8 and a film 2, and a spacer 5 is interposed between them so that a constant distance can be maintained. An upper ground transparent electrode 3 is formed between the upper transparent electrode 4 and the film 2, and a lower ground transparent electrode 7 is formed between the lower transparent electrode 6 and the glass plate 8. Also, thin insulating films (which are not shown in the figure) are respectively formed between the upper transparent electrode 4 and the upper ground transparent electrode 3 and between the lower transparent electrode 6 and the lower ground transparent electrode 7. The upper ground transparent electrode 3 and the lower ground transparent electrode 7 are respectively connected through conductors 10 and 11 of cables 9 to the GND of the device case body of a personal computer or the like. Moreover, the cables 9 to which the upper transparent electrode 4 and the lower transparent electrode 6 are connected are shielded by the conductors 10 and 11 so that this touch panel can be made valid to countermeasures against noise.
