The tracking system or the like includes radio IC tags 110-410 attached to targets; tag registration devices 11, 21 capable of communicating with the radio IC tags via a radio network, receiving the input of information related to the radio IC tags, and sending the input information to the radio IC tags for recording; a tag management device 51 capable of communicating with the tag registration devices via a network and receiving and recording the information related to the radio IC tags sent from the tag registration devices; and a position information acquisition device 52 capable of communicating with the radio IC tags via the radio network and the network, obtaining information on the positions of the radio IC tags, and sending the information to the tag management device for recording.
