To measure a traction factor at a contact part between the outer perimeter of a drive-side roller and that of a driven-side roller in such condition as corresponding to the actual operation.
The outer perimeter of a drive-side roller 9 hits that of a driven- side roller 11, and a specified surface pressure is applied to the contact part by a pressurizing device 30. A driven shaft 16 supporting the driven-side roller 11 is displaceable around the vertical axis passing the curvature center of the generatrix of the outer perimeter of the driven-side roller 11. A driven-side torque measuring device 8 provided in the middle of a drive shaft 7 measures a traction force generated at the contact part while measuring a torque applied to the drive-side roller 9.
