PURPOSE: To efficiently enable a traffic congestion control without giving an excess load to an exchange even at the time of the congestion of a communication network by collating a switchboard number with a control number based on a number in a network in order to control a calling to be controlled.
CONSTITUTION: A traffic congestion control center 61 analyzes traffic information. For example, the center 61 judges that a subscriber's switchboard 15 is congested, when the traffic information is beyond a preliminarily decided threshold value, and searches a switchboard number being the number in the network. Then, a subscriber's switchboard 13 and a repeating switchboard 17 or the like set the control number and a control amount to a control circuits in the switchboards. A subscriber's number DB22 receives an incoming user number, converts it into the switchboard number being the number in the network, and returns it through a control line 51 to a subscriber's switchboard 14. The received switchboard number is collated with the control number, and in the case of the calling to a subscriber's 5 for example, the calling is connected with a talkie and controlled based on the normal amount, for the calling is the calling to be controlled.
