The traffic signal controller 100 is provided with a primary traffic signal controller for controlling a signal and a standby traffic signal controller with the same structure as the primary traffic signal controller to be used when the primary traffic signal controller fails. The primary traffic signal controller has: a phase data storage part for storing phase data; a control unit for controlling lighting of the signal; a lamp control unit for lighting each lamp of the signal; an abnormal state storage part for storing combinations of abnormal lighting state of the signal; and a failure detection part for giving an instruction to use the standby traffic signal controller when the lighting state is determined to be abnormal.
