PURPOSE: To improve the accuracy of test relating to path setting in a relevant exchange by designating a setting path of a test call in an exchange network optionally from a traffic observing device.

CONSTITUTION: A test path verification means 400 analyzes understanding information representing the setting state of a test call returned from each exchange 100 setting the test call and verifies the test path in the exchange network to which the test call is set. A test path setting means 500 selects a path designated from a traffic observation device 200 to the test call. An understanding information transmission means 600 returns the understanding information of the set test call to the traffic observation device 200. Thus, the setting path of the test call in the exchange network is designated optionally from the traffic observation device, the accuracy of test relating to the path setting in the relevant exchange network is improved and the reliability of the relevant exchange network is enhanced.
