An on-train device 6 receives the train detection signal transmitted to the rail 2, detects that the train reaches the territory boundary by the diffusion signal for train detection and detects a travelling position of the train 1 by corresponding it to a change of length of the territory by the pulse number output from a tachometer generator 8 in detecting the kilo distance and the territory boundary included in the diffusion signal for information transmission.
