PROBLEM TO BE SOLVED: To provide a train control system reliably delivering temporal speed release information to an on-board device of a train approaching into the following control range even when the on-board device switches a control source ground device of a connection designation before finishing transmission of control information.SOLUTION: Ground devices 201, 210 includes: a control information creation part for creating control information on the basis of course information including train stop point information, temporal speed set information and temporal speed release information set in each of control ranges; and a wireless base station performing transmission/reception to/from an on-board device of a train on a track, and transmits the control information to the on-board device of the train. Each of the ground-based device includes a course information storage part for storing transmission record of the course information via an information transmission/reception part between the ground devices. When the train passes through a control boundary to the adjacent ground device 210 adjacent at the front in a travelling direction, the ground device 201 transmits the control information based on the temporal speed release information to the on-board device of the train if the transmission record of the temporal speed release information to the adjacent ground device exists.
