To enable calling an operator's attention to prevent a train from erroneously passing through by giving warning when there is a danger that the train might erroneously pass through.
A detection point classified by station-standard speed database 12 stores detection point data classified by station (detection position data classified by station) indicating the detection point (detection position) which is the position to start the braking motion of the train by station, and standard speed data indicating the standard speed corresponding to the detection point for all stations existing in the traveling section where the train travels. A speed detection part 14 detects the speed of the train at the detection point. An erroneously passing judgment processing part 17 compares the train speed detected by the speed detection part 14 with the predetermined standard speed, and judges whether or not there is a risk that the train might erroneously pass through. When there is a risk that the train might erroneously pass through, a warning part 18 gives warning that the train erroneously might pass through.
