To track a train normally by referring to a track circuit state storage part to confirm the state of a preceding track circuit adjacent to a track circuit in the proceeding direction of a train at the time of input of a signal indicating the change of a track circuit state from falling to lifting, and determining lifting of the track circuit in case the preceding track circuit falls within the specified time.
When a track circuit previously specified that a relay is unliable to fall is judged to be lifted (700), a lifting monitor time element sets the specified time, and whether the specified time has elapsed is judged (701). When the specified track circuit falls again during the subtraction of the lifting monitor time element and the fall is confirmed by a track circuit state detecting part, the state of track circuits longitudinally adjacent in a proceeding direction is judged referring to a track circuit state storage part (702). When the fall of both side track circuits is judged, lifting is determined, the lifting monitor time element is reset, and a proceeding direction and an identification number allocated to the specified track circuit are effaced (706).
