A training machine body 1 is constituted by connecting the exercise mechanism part 3 to a loading device 2 constituted of an electromagnetic brake unit. The exercise mechanism part 3 is operated by the training person 7 against braking torque of the electromagnetic brake unit. The operation state of the exercise mechanism part 3 and the training state of the training person 7 are detected from the loading device 2 and the training person 7, etc. Then, the athletic ability of the training person 7 is determined. Accordingly, an optimal training condition to enable the training person 7 to perform and keep the more effective training is calculated. An electromagnetic brake characteristic is appropriately set on the basis of the optimal training condition, so that the braking torque is generated.
