Flight plan scenarios are stored in a database beforehand as flight plan scenario groups 21, and in the case of training, a training scenario creating program 23 selects the specific flight plan scenario according to the kinds and contents of the training, and a degree of the difficulty. The selected flight plan scenario is also inputted to a motion scenario automatic creating program 30, and by this motion scenario automatic creating program 30, a motion scenario 32 is created using additional data (training environment data, aircraft characteristic data, airport data) 31 as parameters. The training scenario creating program 23 integrates this flight scenario and the motion scenario 32 to generate a training scenario 24.
