A card dealing terminal 102 transmits the user picked-up image data of a user 106 together with the content of the transaction which the user inputs to a card authentication host 104, when the first approval-and-refusal determination made with a personal identification number inputted from the user 106 who uses the card 101 comes to an affirmative result. The host 104 transmits specific data including the user picked-up image data and the content of the transaction to a prescribed terminal 105, and waits for the input of approval-and-refusal information on whether the transaction is approved. When the host 104 receives the approval-and-refusal information from the terminal 105, it makes the second approval-and-refusal determination based on the content of the approval-and-refusal information. When the second determination about approval or refusal comes to an affirmative result, it approves the transaction via the card-dealing terminal 102.
