To provide a transaction monitoring device which prevents fraud damage, and prevent smooth money transaction between legal users from being disturbed when users perform money transfer processing by an automatic teller machine.

The transaction monitoring device for monitoring the user of an automatic transaction apparatus capable of performing transfer processing includes: a portable telephone use detection means for detecting the use act of a portable telephone by a user; a notification means for, when the use act of the portable telephone is detected, transmitting the detection signal through a communication network to a monitoring center; an incoming call detection means for detecting an incoming call to a talking device installed in the automatic transaction apparatus; a response detection means for detecting the response of the user to the incoming call to the talking device; and an abnormality detection means for deciding that abnormal transaction has occurred when any response to the incoming call is not detected, and for transmitting an abnormality signal to the automatic transaction apparatus.
