Abstract:
To provide a transcoder transcoding input coded moving image data having less delay times.
The transcoder 1 includes: a decoder 12 for decoding each picture contained in first moving image data coded according to a first coding system; a picture-discarding section 14 for discarding the predetermined number of pictures including a first picture that has become a reference for coding other pictures in the first moving image data among the decoded pictures; and an encoder 15 for using a leading picture in the remaining pictures which have not been discarded by the picture discarding section 14, as a picture that serves as a reference for coding the other pictures, and recoding the remaining pictures according to a second coding system.
