PURPOSE: To simplify the issuing operation procedure for transfer card as to a transfer card issuing machine which issues the transfer card and the machine dedicated to transfer using the transfer card.

CONSTITUTION: The transfer card issuing machine and machine exclusively for transfer are equipped with a card reader 5 which reads account information, etc., out of a cash card, a display panel 9 which displays the transfer card issuing operation procedure from a processor 4 through a display control part 10, a console panel 11 for performing input operation according to the display contents, and a card issuing machine 7 which reads the account information out of the cash card by the card reader 5, records the account information as account information on a transfer destination on the transfer card, and issues the transfer card. Further, a large-sized card issuing part 17 can be provided at a center 2.
