When a current of a prescribed value flows between the primary transfer roll 33 and a photoreceptor drum 21, a larger voltage is prevented from being applied to the primary transfer roll 33 than in a case where the roll portion 33B contains only the ionic conductive agent. The larger voltage is prevented from being applied to the primary transfer roll 33, while preventing increase in electrical resistance of the primary transfer roll 33.
