PROBLEM TO BE SOLVED: To obtain a composition never causing transfer of powder, excellent in water resistance, capable of comfortably applying, having good retaining force, capable of forming flexible coating free from tackiness and having gloss and useful for cosmetics by using a polymer dispersible to fat phase and a fat-soluble polymer.
SOLUTION: This cosmetic composition for topical application comprises (A) a liquid fat phase (e.g. a carbon-containing oil derived from minerals, animals, plants or synthetic materials, a hydrocarbon-containing oil or a silicone oil) and (B) a coloring substance (e.g. to which filler, pigment or pearl brightener is added) and further contains (C) a polymer dispersible to the component A (e.g. a film-forming polymer such as polyurethane or polyurea in a form of disperse particles whose interface is stabilized with a stabilizer such as hydrocarbon-containing chain graft silicone polymer) and (D) a polymer soluble in the component A (e.g. a copolymer of an 8-22C alkene with vinylpyrrolidone).
