PURPOSE: To rationally carry out works at the side of a building having protrusions on the vertical face, by using a device provided with a lifting base and scaffolds swiveling thereon between a couple of supporters erected on a transferable base.

CONSTITUTION: A couple of supports 11, 11 having a lifting height corresponding to a required work level of an objective building and connected to each other by a jointed beam 12 at the top are erected is provided on a tranaferable base 10 travelling on the track 1. And further, guide rails 13 are attached respectively along the opposite faces. Next, a rising base 20 is installed movable between rising frames 21, 21 equipped with rollers on the guide rails 13. These are driven to rise or lower by a winch 17. Next, a scaffold 30 is arranged at the middle through a swivel mechanism 35 on the upper face of the lifting base 20. And an operation disk 36 installed at an appropriate place is manipulated by an operator on the lifting base 20 to swivel the scaffold 30 by actuation of the swivel mechanism 35.
