PURPOSE: To make two-time operations on a work efficiently and easily performable by constituting it to transfer the work on a first conveyor once onto a second conveyor in the lower part and then transfer it downward from this second conveyor.

CONSTITUTION: A work 30 is first transferred from a first conveyor 10 to interior packing paper 38 on a second conveyor 20, and the work 30 is made into inner package with the packing paper 38 hereat. Next, this packed work 30 is further transferred from the second conveyor 20 to an outer package case 37 on a cradle 25 at the lower part, and the work 30 is made into outer package with this case 37.
