Rotation is recovered from 0 degree pitch angle by using the restoring force of an elastic body such as a spring. Since a limiter plate 1 comes in touch with 4 when pitch angle approaches 0 degree and the elastic repulsion force of 1 increases as the angle becomes smaller, the pitch angle of the blade 2 never becomes a minus value even if the pitch angle becomes 0 degree. A pitch control guide groove 4 is connected to a pitch control rod 5 by rack/pinion and the like. The pitch control guide groove 4 is driven by the rotation of the pitch control rod 5. A coil spring 6 attached to the pitch control rod 5 generates the restoring force for returning the rotation of the elastic body 6 such as the coil spring to a neutral state according to the magnitude of twist angle from pitch angle in the neutral state (no wind initial pitch angle state=zero twist energy state).
