PURPOSE: To improve the handling efficiency of the members and to reduce the cost by providing a fixing member to fix a tension rod to make a tension mechanism to the tightening side constantly, or to fix the end of the outer wire of an operation wire to tighten or loosen the tension mechanism.

CONSTITUTION: When a tension mechanism is used as a clutch, an outer fixing device which consists of a hole 36 to gear with the end of an outer wire 9, a hole 37 to insert an operation wire 26, and a fixing flange 38, is geared to the hole 33 of a fixing device 10. The hole 36 and a clutch lever 25 are linked by an outer wire 9, and the front end of the operation wire 26 penetrating through the outer wire 9 is connected to a spring 35. By the rearward rotation of the clutch lever 25, a tension pulley 30 is moved upperward through the operation wire 26, the spring 35, and arms 32 and 31, and a tension belt 29 is tightened. By the forward rotation of the clutch lever 25, the tension pulley 30 is moved downward to loosen the tension belt 29. In such a way, the transmission from the transmission mechanism 5 to a running transmission mechanism is connected or disconnected.
