A plurality of recessed grooves 56 inclined with respect to the axial direction 55 of a second steering shaft 3 are provided in parallel with the peripheral direction 57 of the second steering shaft 3 on an outer peripheral surface 54 of a fitting part 52 of the second steering shaft 3. A worm wheel 12 and the second steering shaft 3 are integrally rotatably joined by press-insertion. The worm wheel 12 and the second steering shaft 3 are strongly joined by biting the thickness part of the core metal 12a of the worm wheel 12 into the recessed groove 56 of the second steering shaft 3. Oil content or the like adhering to the outer peripheral surface 54 of the fitting part 52 or the inner peripheral surface 62 of a fitting hole 51 can be released into the recessed groove 56 in press-inserting, the deterioration of the friction coefficient between a joining surface 54 and 62 is prevented, and stable joining force can be obtained.
