To provide a transmission control method and a communication device which can suppress power consumption.

A terminal device receives packets from a wireless communication device, determines whether a variation amount of quality of communication with the wireless communication device exceeds a first threshold, and determines whether communication quality on having received the packets exceeds a second threshold. Then, if the variation amount exceeds the first threshold and the communication quality exceeds the second threshold, the terminal device transmits packets to the wireless communication device. On the other hand, if the variation amount exceeds the first threshold but the communication quality does not exceed the second threshold, the terminal device inhibits transmission of packets to the wireless communication device.
